It means I believe God provides an opportunity for salvation to those who have never heard of Christ, to those who are severely mentally handicapped, to those who were born into a situation that did not give them a fair opportunity to know Him. It seems John is leaning away from his belief in the system of Calvinism. Total depravity would insist that these babies are fully depraved and incapable to choose God therefore God would insist that these children are part of the elect in order to be sent to heaven as john states here, Thus opening the door to the idea of ensuring the salvation of souls would just mean to destroy them before the age of accountability. I believe that these infants do go to heaven but I think John has to choose Calvinism or no Calvinism to stand firmly on this belief.
